Read More →The purchase of developed residential land aims to enable citizens to own residential plots that are ready for construction within the Emirate of Abu Dhabi, by providing land supplied with fully integrated infrastructure at a price equivalent solely to the cost of the infrastructure. This comes as part of efforts to meet citizens’ housing needs in accordance with approved entitlement priorities, thereby promoting family and social stability.
Key Points and Conditions:
First: Objective of Purchasing Residential Land:
• Enabling the purchase of developed residential land from the Authority’s designated inventory for sale or from strategic partners.
• Sale at the cost price of infrastructure only.
• Meeting housing needs in accordance with approved entitlement priorities.
Second: General Eligibility Conditions:
• The applicant must be a citizen.
• Continuous residence within the State.
• The application must be submitted individually and for the purpose of the applicant’s own residence.
• Proof of the ability to make immediate and direct payment of the land purchase price.
• Compliance with any additional conditions determined by the Council.
Third: Priority for Approval of Applications:
-Approvals shall be granted according to the following order of entitlement, and no application shall be approved until all prior applications from eligible applicants have been exhausted:
1. Married Male Citizens of the Emirate:
• Minimum age: 22 years.
• Must not have previously received any housing grant.
• Their right to claim any future housing grant shall be forfeited.
2. Unmarried Male Citizens of the Emirate:
• Minimum age: 22 years.
• Must not have previously received any housing grant.
• Their right to claim any future housing grant shall be forfeited.
3. Unmarried Female Citizens of the Emirate:
• Minimum age: 40 years.
• Must not have previously received any housing grant.
• Their right to claim any future government housing grant shall be forfeited.
4. Widowed, Divorced, and Female Citizens Married to Non-Citizens:
• Minimum age: 40 years.
• Must not have previously benefited from any housing grant.
• For divorced applicants: at least three (3) years must have elapsed since the divorce, or the divorce must be irrevocable (major irrevocable divorce).
• A written undertaking from the non-citizen husband not to claim or apply for any future housing grant in the event that he acquires UAE nationality.
Fourth: Special Case:
-Married citizens with more than one wife who have previously benefited from a housing grant:
• Must have children.
• An undertaking not to claim a construction loan.
• Prohibition on disposing of the land.
-Applicants who previously benefited from a housing grant and disposed of it:
• Must not own a residential unit or residential land at the time of application.
-Male children under the age of 22:
• The application shall be submitted by the natural guardian or a court-appointed legal guardian.
• Their right to claim another government residential land in the future shall be forfeited.
-Holders of a Family Book (Khulasat Al Qaid) issued by another Emirate:
• Proof of employment in the Emirate for a minimum period of fifteen (15) years.
• Proof of residence in the Emirate for a minimum period of ten (10) years.

Residential Plots of Land Purchase:
It allows a UAE national to purchase developed residential plot of land with ready infrastructure in the emirate for building a housing from the Authority-owned developed residential plots of land allocated for sale or from strategic partners, at the cost of the infrastructure of the developed residential plot of land being purchased. The aim is to meet UAE nationals' housing needs according to the eligibility priorities set out in this program.
General Conditions for Eligibility for Residential Plot of Land Purchase Service:
1. The applicant shall be UAE national.
2. The applicant shall be a permanent resident of the UAE.
3. He/She shall be a sole applicant, and the purpose of the purchase shall be for the applicant's own residence.
4. The applicant shall provide evidence proving that he/she can pay directly and immediately the price of the residential plot of land being purchased.
5. Any other conditions determined by the Council.
Subject to the general conditions for eligibility, priority is given to issuing approvals for residential plot of land purchase applications submitted to Abu Dhabi Authority, such that approval is not issued for any application until the purchase applications submitted by the previous eligible applicants have been exhausted, according to the following order:
Married UAE Males from the Emirate of Abu Dhabi:
• He shall have completed twenty-two (22) years of age.
• He has not previously received any housing grant in the emirate, provided that he shall forfeit his right to claim any housing grant from the government in the future.
Unmarried UAE Males from the Emirate of Abu Dhabi:
• He shall have completed twenty-two (22) years of age.
• He has not previously received any housing grant in the emirate, provided that he shall forfeit his right to claim any housing grant from the government in the future.
Unmarried UAE Females from the Emirate of Abu Dhabi:
• She shall have completed forty (40) years of age.
• She has not previously received any housing grant in the emirate, provided that he shall forfeit his right to claim any housing grant from the government in the future.
UAE Widows, UAE Divorcée and Female UAE Nationals married to Non-UAE Nationals from the Emirate of Abu Dhabi:
• She shall have completed forty (40) years of age.
• She has not previously received any housing grant in the emirate, provided that he shall forfeit his right to claim any housing grant from the government in the future.
• The divorcée shall have been irrevocably divorced with major separation or shall have been divorced for three years.
• The non-UAE husband of a female UAE national shall declare and undertake not to claim or apply for another grant if he obtains the UAE citizenship in future.
Allowing UAE nationals from the emirate who are married to more than one wife and have previously benefited from a housing grant in the emirate to purchase one residential plot of land:
• He shall have children from his wives.
• He shall undertake not to claim a construction loan for this residential plot of land and not to dispose of it.
UAE nationals from the Emirate who have previously benefited from a housing grant benefit and disposed of it:
He/She shall not own a housing or a residential plot of land when submitting the application.
Male children who have not completed (22) years of age:
The application shall be submitted by the natural guardian or the guardian appointed by the competent court, provided that he/she shall forfeit his/her right to claim another residential plot of land from the government in the future.
UAE nationals holding civil entry certificates issued by another emirate:
• Proof of employment in the Emirate for a period of no less than (15) fifteen years.
• Proof of residence in the Emirate for a period of no less than (10) ten years.
